What is a Master Plan?
School Facilities Needed to Support Academic Programs
The District’s Facilities Master Plan supports the goals, actions, and services identified in the District’s Local Control and Accountability Plan (LCAP), particularly State Priority 1: Basic Conditions of Learning, which includes ensuring appropriately assigned teachers, access to standards-aligned instructional materials, and safe, clean, and functional school facilities. Maintaining facilities in good repair and providing high-quality learning environments are essential conditions that enable student achievement and equitable access to educational opportunities across the district.
The Facilities Master Plan aligns with the District’s LCAP by providing the physical infrastructure needed to implement the district’s six LCAP goals:
Goal 1 – All students will demonstrate growth toward meeting academic standards in English Language Arts, and English Learners will demonstrate process in developing English language proficiency.
Goal 2 – All students will demonstrate growth toward meeting academic standards in Mathematics and Science.
Goal 3 – TVUSD will maintain a broad course of study and a graduation rate of 93% or higher while increasing the College and Career Indicators.
Goal 4 – The District will decrease the number of student groups in red on the Dashboard by providing research-based professional development and equipping site leadership to identify and respond to the diverse needs of students with a system of support.
Goal 5 – The District will decrease chronic absenteeism and increase student connectedness to school by providing a system of support to respond to the diverse social and emotional needs of our students.
Goal 6 – TVUSD will increase educational partner engagement and reach out to educational partners.
Through strategic investment in school facilities, the Facilities Master Plan ensures that students learn in environments that support academic achievement, provide broad learning opportunities, and help our students feel connected to their educational community.
Thriving School Communities
The Facilities Master Plan supports LCAP Goals 1 and 2 - demonstrating growth toward meeting various academic standards - by ensuring that schools across the district provide safe, welcoming, and functional environments for student learning. Renovations, expansions, and new construction help maintain schools as centers of learning while addressing facility needs across diverse communities.
Student Health, Safety and Security
Facility upgrades related to security systems, emergency preparedness, seismic safety, and campus modernization can have a direct impact on LCAP Goals 1 & 2, which are supported by their school environments. Improvements to campus safety infrastructure help create secure learning spaces where students can focus on academic and personal development, also supporting LCAP Goal 3 – graduation rates, and college and career readiness.
College and Career Readiness
The expansion and modernization of facilities to support career technology education opportunities contribute to higher student engagement and readiness for college and careers beyond TVUSD. Facilities that support College and Career Readiness programs align with LCAP Goal 3 – increasing college and career Indicators. Specialized classrooms, laboratories, and career pathway facilities provide students with hands-on learning opportunities that prepare them for postsecondary education and workforce opportunities.
Energy Efficiency and Sustainability
Sustainability initiatives within the Facilities Master Plan support long-term operational efficiency while creating healthier school environments for students and staff. Energy-efficient systems, renewable energy installations, and water conservation measures contribute to improved learning conditions that support student wellness, contributing to LCAP Goal 5 – decreasing chronic absenteeism, as well as environmental stewardship.
Major Repair and Replacement
The Facilities Master Plan prioritizes repair, replacement, and modernization of aging facilities and infrastructure to maintain school sites in good repair, consistent with LCAP State Priority 1 requirements. These investments ensure that all students have access to safe, clean, and functional facilities that support effective teaching and learning.
Accessibility and Code Compliance
Facility improvements that address ADA accessibility, Title 24 building standards, and Title IX compliance help ensure equitable access to educational spaces and programs. These upgrades support the District’s commitment to equity and inclusion and contribute to the goals of LCAP Goal 4 – responding to the diverse needs of students.
Innovations in Education and Technology
Modernized classrooms and technology infrastructure support the instructional strategies described in LCAP Goals 1 and 2, which focus on literacy development and critical thinking in mathematics and science. Flexible learning environments and improved technology infrastructure support collaborative learning, digital instruction, and specialized programs including special education and STEAM initiatives.
Visual and Performing Arts
The Facility Master Plan supports the District’s arts education initiatives by constructing and upgrading facilities for visual and performing arts programs, aligning with LCAP Goal 3 – Increasing College and Career Readiness. These investments contribute to a broad course of study that supports student creativity and engagement, and complements the instructional goals identified in LCAP Goals 1 and 2.
Joint Use Facilities
The development of joint-use athletic fields, recreational facilities, and community spaces strengthens partnerships with local agencies while expanding opportunities for student enrichment and physical activity. These shared facilities support community engagement and student wellness consistent with LCAP Goal 6 – increase education partner engagement.
Charter Schools
The Facilities Master Plan also supports charter school facilities through construction, reconstruction, rehabilitation, or replacement projects. These efforts ensure that charter school students have access to safe and functional facilities that meet District standards and align with all LCAP goals.
